AUSTIN -- Three Texas lawmakers have been credited with killing a proposal to move $400 million out of the state's Workers' Compensation Fund and into the Texas general fund.The lawmakers were scheduled to meet with Gov. George W. Bush last week to discuss the legislative proposal and its effect on the fund. Created in 1991, the fund makes workers' comp insurance available to small businesses. A quasi-governmental agency, it plays a key role in the marketplace by covering the nonstandard market.
